Who ENACOM’s ground-mounted PV development is suitable for
ENACOM develops ground-mounted photovoltaic projects for landowners and agricultural companies who want to use arable land, converted land or other open spaces for solar energy, for local authorities who want to actively designate PV areas or initiate a development plan for a ground-mounted system, and for investors who are specifically looking for PV projects from 1 MWp that are ready for approval or have been developed.
What ENACOM does in the development of open-space PV areas
We accompany photovoltaic projects through all development phases: GIS-supported site analysis and land securing, urban land-use planning in coordination with the municipality, building permit procedures, grid connection planning, contract management and transaction preparation. ENACOM coordinates all parties involved and ensures that PV projects are implemented with realistic schedules and stable contractual bases.

How ENACOM develops ground-mounted photovoltaic projects
From the initial site idea to construction readiness. Structured, with clear milestones and a contact person who coordinates all process steps.
Location and securing space
We use GIS to analyze open spaces for grid connection capacity, solar radiation, planning law and exclusion criteria and secure suitable areas through legally secure lease agreements with fair market conditions.
Urban land-use planning and approval
ENACOM coordinates development plan procedures and planning permission in close consultation with the local authority. We accompany all planning stages, environmental assessments and consultations with authorities right up to the legally binding decision.
Grid connection and transaction
Once approval has been granted, we coordinate the grid connection planning and prepare the project ready for construction. If required, we accompany the transaction to the investor or operator with complete documentation.
Frequently asked questions about ground-mounted photovoltaic development with ENACOM
Answers to the most important questions about land requirements, leases, permits and cooperation.
Which areas are suitable for ground-mounted photovoltaic systems?
Agricultural land in disadvantaged areas, conversion areas, verges along freeways and railroad lines as well as areas in designated solar suitability areas according to the municipal land use plan are suitable. ENACOM checks the suitability free of charge using GIS and clarifies the initial planning law situation.
How long does it take to develop a ground-mounted PV system?
Depending on the land-use planning procedure and the municipality, a complete development typically takes two to four years. If a development plan is already in place or a statute according to §35 BauGB is possible, the development can be shortened to one to two years. ENACOM communicates realistic timetables from the outset.
What does a landowner get for leasing his land to photovoltaics?
Annual rents of between 1,500 and 3,500 euros per hectare are common, depending on the location, region and project size. ENACOM negotiates conditions in line with the market and discloses all contractual terms transparently – without clauses that would be detrimental to the owner in the long term.
Does a ground-mounted PV system need a development plan?
In most cases, yes. For facilities outside of conversion areas, a development plan is usually required, which must be drawn up by the municipality. ENACOM coordinates the land-use planning process and actively supports the municipality in planning and coordination.
Does ENACOM involve local authorities in PV projects?
Yes, municipal participation is standard today and significantly increases acceptance and planning security. ENACOM develops viable participation models together with the municipality – whether through business tax, direct project participation or citizen energy concepts.
Can ENACOM also develop Agri-PV projects?
Yes, agri-PV systems, which combine agricultural use and solar power generation, are a growing segment. ENACOM guides agri-PV projects through the specific approval requirements and coordinates the concept closely with owners, farmers and authorities.
