Location and securing space
We analyze potential wind sites using GIS, check planning law, protected areas and technical feasibility and secure suitable areas through long-term lease agreements.
BImSchG procedure and approval
ENACOM takes care of the entire approval process: Scoping appointment, application, noise and shadow impact assessments, avifaunistic assessments and communication with the authorities through to the official decision.
Readiness for construction and transaction
Once approval has been granted, we prepare the project for construction and, if required, accompany the transaction to the investor or operator with full documentation.

What minimum area do I need for a wind turbine?
A modern wind turbine requires an open area of at least one to two hectares directly at the turbine site. Additional land is required for development, access roads and safety distances. More important than the size alone is the location in a designated wind priority area or in a zone without hard exclusion criteria. ENACOM checks suitability free of charge.
How long does a wind power project take from the site to commissioning?
A wind power project in Germany typically takes six to ten years from the initial securing of land to commissioning. The BImSchG approval procedure accounts for the largest share of the time, at two to four years. The construction phase itself takes six to twelve months.
What does a landowner get for leasing his land to wind power?
The lease depends on the location, turbine size and wind conditions. Annual leases of between 30,000 and 80,000 euros per turbine or a profit-related share are common. ENACOM negotiates conditions in line with the market and ensures transparent contractual conditions without hidden clauses.
In which federal states is ENACOM developing wind power projects?
Our focus is on eastern Germany: Brandenburg, Saxony-Anhalt, Saxony, Thuringia and Mecklenburg-Western Pomerania. We also develop in other federal states and across borders in Slovakia. We can check the suitability of sites throughout Germany free of charge.
What happens if the permit is not granted?
If a wind power project fails to obtain approval, owners and leaseholders do not incur any costs. ENACOM assumes the development risk. Together, we examine whether alternative turbine types, site variants or other forms of use are possible.
Can ENACOM also help with repowering existing wind turbines?
Yes, repowering is a growing focus. We support the approval of new, more powerful turbines at existing locations, including the adaptation of lease agreements, grid connections and the approval process. The development time for existing turbines can often be significantly shortened.
